Pretty sure this image is older than image AIs. I think it’s a photoshop whoops, most likely they were painting something out in that corner with the clone brush and missed that they made a building float.
The best way to organise city blocks. Looks like a perfect circle. Huge garden area inside the circle for the tenants. Provides shade in summer. No balcony facing your neighbours and being able to see inside their unit. Multiple entries into the buildings.
I don’t think the tenants are able to use that garden.
It was a communal area with benches and grills and other amenities back in Soviet times, garden being more like a yard I guess, some greenery and grass
