Sleep deprivation is also a common torture tactic as well as a driving impairment worse than intoxication. Perhaps no state’s constitution covers this but some of the relevant rights are enshrined in the Universal Declaration of Human Rights.
Well, getting woken up several times a night (although in our case it’s usually motorcycles) is an infringement of rights. So yes, it does.
