They built a dam for no other reason than to block the river so they could build a city in the river bed.

Weeellll tek-nik-uh-lee they might have built a town along the banks of a small river, dammed the valley blocking the river, and then filled in the old riverbed. But either way yeah those guys are dumb for staying there.

My first thought was why would you put a town at the bottom of a dam like that? And then I remembered that I grew up in a small town under a dam. That dam was on a fault line.
'Cause the town came first. Town was built on the original river, which was later dammed for power/water reservoir for said town.
