More precisely, such funds were issued to the same banks previously bailed out in 2008. Out of the $4.5 trillion in loans for Q4 2019, the bulk of it went to Goldman Sachs (103 instances), JPMorgan Chase (197 instances), Deutsche Bank (200 instances), and Citigroup (143 instances).
