That has nothing to do with preventing reverse engineering in this case, as far as I know. It’s a very cheap alternative to an integrated heat spreader.
It can be used for both reasons, but I don’t think they are that concerned with protecting against reverse engineering on chips that are probably decades old and easily purchasable
