idk, if it’s outside, then is that part actually useful anyway? 🤷♂️ I’ve never seen anyone dispense the water and then slurp it up from the bowl
I mean I guess it stops it from getting on your shoes, but you could always just not put your shoes directly under the fountain

Sorry no top side photo, the top side stainless steel is fine. But whatever they used for the bottom panels clearly wasn’t rated for outdoor use…
