I find it interesting that you picked possibly the best picture I’ve ever seen of Marina Sirtis and possibly the worst picture I’ve ever seen of Jeri Ryan. Two very different photos taken under very different conditions, with very different lighting, etc. Could OP be a little biased, perhaps?

All the pictures are from Getty Images as they allow searching by date ranges, and the dates on their photos are 100% accurate. This was the best Jeri photo from that year on Getty Images, where she was the only person in the image.
